The purpose of the Quality Association Standards (QAS) is to identify state associations that have in place policies, procedures, and structures that demonstrate a high level of service and attention to member value.  QAS should be useful to states in evaluating their basic organization and whether their leadership is providing minimum, average, or superior programs for their membership. These standards are aligned with best practices and intended as a self-assessment resource, not as a means to compete with other states or to rate the performance of volunteer leaders or executive directors. The primary goal of QAS is to encourage states to continuously improve and maintain the highest standards of organizational quality and leadership for their members. ACTE is dedicated to supporting state associations in achieving these goals. 


The Quality Association Standards designation has the following objectives: 

  • To assist state associations and leaders by defining standards of excellence in association performance and to determine how effective their associations are functioning by providing an instrument to evaluate organizational strengths and weaknesses. 

  • To encourage periodic self-assessment in organizational teamwork, growth, and development 

  • To build pride in association participation and to help volunteer leaders appreciate the true meaning and value of their roles.

 

The QAS Recognition has a three-level evaluation process.   


Gold- All criteria are met  (100%) 

Silver- No more than 2 items are in process and 2 items are not met (88%) 

Bronze- No more than 3 items are in process and 4 items are not met (78%)
